At the provincial level the unit of work is no longer an individual service recipient but the pattern across local levels and facilities:
- Reporting completeness and timeliness — which facilities have reported for the period, and which have not.
- Data quality — outliers, implausible values and gaps that need to be followed up with the local level rather than corrected centrally.
- Analysis — dashboards, pivot tables and maps built from the same routine data, used for supervision, planning and resource allocation.
- Feedback — returning findings to local levels and facilities, which is what makes recording quality improve over time.
Access and scope
Provincial users see data for the organisation units within their province. Access is granted through user roles and organisation unit scope, not by sharing accounts.
